Mark Rose | General Manager

As General Manager, Mark Rose is responsible for the management of the Central Texas Regional Water Supply Corporation. He reports to the Board of Directors and works with the General Counsel and EPCOR to ensure the responsibility of providing San Antonio with 20 percent of its water supply is met. Since January 2017 Mark Rose has been a public affairs consultant representing clients in the water, energy, and public education sectors. 

From January 1, 2003, until January 1, 2017, Mark Rose served as General Manager and CEO of Bluebonnet Electric Cooperative, one of Texas’s oldest rural electric service utilities. Founded in 1939, Bluebonnet serves more than 80,000 meters across 14 counties between Austin and Houston with 11,000 miles of distribution line. 

Stefan Schuster | Director of Operations at Epcor USA

Stefan Schuster serves as a Director of Operations for EPCOR USA since March 2020. In his role, he successfully manages a team of water operators and maintenance staff at the Vista Ridge Service Pump near Caldwell, Texas. During his 30+ years in the Texas water resource market – both with public and private entities – Stefan Schuster has lent his extensive knowledge and experience to various water developments. A go-to water resource thought leader, project and operations manager, hydrologist, and water resource planner, his perspective is highly valued among the diverse water planning and supply project leaders throughout Texas.
